Welcome to the City of White House Purchasing Division!

The mission of the City of White House Purchasing Division is to procure goods and services in a fair, transparent, and ethical manner in accordance with the City’s Purchasing Policy. We ensure that City funds are spent responsibly, securing the best value for taxpayers while complying with all applicable federal, state, and local regulations.

 

What We Do

The Purchasing Division is responsible for helping acquire all goods and services for the City. Procurement is conducted through various methods, including but not limited to, Quotes, Invitations for Bid (ITB), Requests for Proposal (RFP), and Requests for Qualification (RFQ).

Our purchasing policy upholds the principles of competition and fairness. We are committed to fostering an open and transparent market to ensure that every expenditure delivers the best value to the citizens of White House. Bids are solicited, evaluated, and awarded fairly and without discrimination.

 

 Purchasing Process and Policies

The City’s purchasing policy allows the following processes for each threshold amount:

 In making purchasing decisions, the City considers factors such as price, quality, past performance, and overall value. When formal submissions are required, the City reserves the right to:

  • Reject any or all submissions.
  • Waive informalities or irregularities.
  • Accept the submission determined to be in the City’s best interest.

Our goal is to select the lowest and best priced goods or service overall.

Important Vendor Information

  • W9 Requirement: All awarded vendors must submit a W9 with the contact form here before the purchase order approval process is initiated. 
  • Licensing Requirements: Awarded vendors must maintain all required licenses throughout the project’s duration. Contact the following Departments for more information about what licenses and permits may be required for your specific project:
  • Contact Restrictions: Any vendor attempting to influence the selection process by contacting elected officials or City employees will be disqualified.
  • Rejection of Submissions: The City reserves the right to reject any and all submissions without obligation to disclose the reason.
  • Payment Defaults: Vendors in default on taxes, licenses, or other payments due to the City will not be considered.
